Tục ngữ Việt Nam có những câu như “Nhất nghệ tinh, nhất thân vinh” hay “Một nghề thì sống, đống nghề thì chết” để đề cao người biết một nghề và biết rất sâu, tới mức độ thành đạt, vinh quang với nghề.

Nhà nước và kinh tế là hai phạm trù cơ bản xác lập mối quan hệ giữa kiến trúc thượng tầng chính trị và hạ tầng kinh tế của mọi quốc gia. Vì vậy, mối quan hệ giữa kinh tế và nhà nước luôn là một trong những mối quan hệ cơ bản có ý nghĩa quyết định đến sự thịnh, suy của một đất nước trong quá trình phát triển. Sự tương tác giữa kinh tế và nhà nước diễn (...) ra khá phức tạp và được thể hiện cả hai chiều: kinh tế quy định tổ chức và hoạt động của bộ máy nhà nước theo nguyên lý hạ tầng kinh tế quyết định thượng tầng kiến trúc chính trị và chiều thứ hai là nhà nước tác động mạnh mẽ đến các quá trình kinh tế. Sự tác động trở lại của nhà nước đối với kinh tế có thể đưa lại những kết quả tích cực, thúc đẩy sự phát triển mạnh mẽ của đời sống kinh tế khi nhà nước tác động đúng đắn đến kinh tế, tôn trọng các quy luật khách quan của kinh tế, thực hiện tốt vai trò là “bà đỡ” của kinh tế. Ngược lại, một khi nhà nước tác động vào kinh tế một cách chủ quan, duy ý chí, áp đặt theo kiểu mệnh lệnh hành chính sẽ trở thành yếu tố kìm hãm sự phát triển lành mạnh của các quan hệ kinh tế, tạo ra nguy cơ khủng hoảng kinh tế - xã hội. Vì lẽ đó, nghiên cứu mối quan hệ giữa kinh tế và nhà nước luôn thu hút sự quan tâm của nhiều ngành khoa học xã hội: kinh tế học, chính trị học, xã hội học và luật học,…. (shrink)

Bây giờ, cuộc chiến với tổn thất đa dạng sinh học đang lan rộng sang ngành công nghiệp làm đẹp. Công nghiệp thời trang đã từng chịu áp lực trước các ảnh hưởng môi trường tiêu cực, và đang phải điều chỉnh lớn, nhất là với thời trang nhanh. Nhưng món chăm sóc thẩm mỹ dường như đang chịu áp lực gia tăng dần. Ngành hàng thẩm mỹ và chăm sóc cá nhân có doanh số rất lớn và lợi nhuận (...) cao, đặc biệt đối với phân khúc thu nhập cao. Tuy nhiên, lợi thế này cũng tiềm ẩn rủi ro phải đối diện với những quan sát, nghiên cứu, điều tra và cả chỉ trích của các tổ chức xã hội dân sự, các phong trào hoạt động môi trường, và cả người tiêu dùng. Hơn ai hết, ngành công nghiệp này có độ nhạy rất cao với rủi ro của các ý kiến đánh giá tiêu cực xã hội, nhất là hậu quả nặng nề của các phong trào tẩy chay tiêu dùng. Sắc thái mới nhất và sẽ chỉ có thể gia tăng khi mà sức khỏe hệ sinh thái toàn cầu đang suy giảm chính là các sản phẩm có liên quan tới phát thải và tổn thất môi sinh, cụ thể hơn là tổn thất đa dạng sinh học do chặt phá rừng và canh tác nông nghiệp gây tác hại lâu dài. Từ dữ liệu khảo sát là 292 người tiêu dùng trẻ trên địa bàn tỉnh Thái Nguyên, tác giả đã đánh giá ảnh hưởng của affiliate marketing tới quyết định mua sản phẩm thời trang của giới trẻ. Kết quả nghiên cứu cho thấy, có 4 yếu tố tác động đến Ý định mua sản phẩm thời trang của giới trẻ gồm: Thông tin được chia sẻ; Khả năng điều hướng; Cảm nhận về giá trị của affiliate marketing; Đề xuất (...) tặng thưởng. Đồng thời, Ý định mua cũng tác động tích cực đến Quyết định mua. Kết quả nghiên cứu sẽ giúp doanh nghiệp ngành thời trang xác định được các yếu tố ảnh hưởng và mức độ ảnh hưởng của affiliate marketing tới thói quen mua sắm và quyết định mua của người trẻ trên địa bàn tỉnh Thái Nguyên. Starbucks, nhãn hiệu cà phê nổi tiếng toàn cầu, đã và đang truyền thông về việc theo đuổi mục tiêu phát triển bền vững trong nhiều năm liền. Công ty đã đặt mục tiêu trở sử dụng hiệu quả tài nguyên vào năm 2030, với việc giảm 50% khí thải carbon, nước, và chất thải.

Thuật ngữ "sự thông thái" hay "trí tuệ" thường được sử dụng và truyền đạt qua các thế hệ như một hình thức thể hiện cơ sở hiểu biết chung về cách thức sống, được tích lũy và kế thừa từ một nền văn hóa sang nền văn hóa khác. Có trí tuệ hay trở nên thông thái là khao khát của nhiều người bởi lẽ nó không chỉ biểu hiện của sự thông minh, mà còn liên quan đến khả (...) năng hiểu biết, sự linh hoạt trong tư duy, và khả năng thích ứng với môi trường xã hội. Hoạt động môi trường đóng vai trò quan trọng trong việc tăng cường nhận thức về biến đổi khí hậu và các vấn đề môi trường, đặc biệt là trong thời gian gần đây khi biến đổi khí hậu và khủng hoảng sinh thái ngày càng trở nên nghiêm trọng hơn. Sự đam mê và cam kết của các nhà hoạt động môi trường là rất đáng ghi nhận, tuy nhiên, đôi khi trong một số trường hợp, sự nhiệt thành (...) của họ có thể dẫn đến những hành động không chỉ làm giảm đi giá trị của mục tiêu lớn hơn mà còn tạo cảm giác xa lánh đối với những người họ muốn thuyết phục. Trong bài viết này, chúng ta sẽ xem xét một số tình huống gần đây trong đó các nhà hoạt động môi trường đã vượt quá giới hạn, thực hiện những hành động không thích hợp, phản cảm, thậm chí vi phạm luật để thu hút sự chú ý. Những hành động này có thể gây ra tác động ngược và có thể làm thay đổi quan điểm của những người ủng hộ môi trường. Với khối lượng kiến thức khoa học chuyên sâu gia tăng và thông tin đại chúng phổ biến về vấn đề biến đổi khí hậu, nhận thức về tình trạng nguy ngập của sức khỏe hệ sinh thái toàn cầu đã trở nên đầy đủ hơn rất nhiều.

Năm 2023 là năm cực kỳ thách thức cho hầu hết mọi người, bao gồm đội ngũ chúng tôi. Sự khó khăn của năm 2023 tạo ra một bầu không khí đầy hỗn loạn, bế tắc, và bất ổn. Trong bầu không khí này, hoàn thành được việc thôi đã là một niềm vui to lớn. Chính vì thế, đội ngũ chúng tôi đã nhất quán với tôn chỉ: định tâm tạo ra các sản phẩm suy nghĩ hay, có giá (...) trị, không phân tán và sao nhãn vào các việc khác. Cũng nhờ vào tôn chỉ này mà chúng tôi đã hoàn thành được một số sản phẩm sắc nét và mang đậm dấu ấn của hệ sinh thái tư duy “nhà trồng” với tinh thần sảng khoái và phóng khoáng của ông Bói cá. Các nhà khoa học trong lĩnh vực nhân học, địa lý và các lĩnh vực khác trong khoa học xã hội và nhân văn từ lâu đã cho rằng môi trường sống của con người ảnh hưởng sâu sắc đến hệ thống giá trị và thực tiễn văn hóa của họ. Shota Shibasaki, Ryosuke Nakadai và Yo Nakawake đã phát triển dựa trên ý tưởng này, chứng minh rằng các đặc điểm sinh thái địa phương định hình sự xuất hiện (...) của các loài động vật ranh mãnh trong truyền thuyết dân gian. Dựa trên phát hiện của họ và khung quản trị tri thức SM3D (Serendipity-Mindsponge-3D), chúng tôi thảo luận về việc khả năng sáng tạo các sản phẩm văn hóa của cá nhân hoặc nhóm phụ thuộc vào tính sẵn có và khả năng tiếp cận thông tin từ môi trường xung quanh. Do mất đa dạng sinh học và biến đổi khí hậu, những nguồn tài nguyên quý giá cho sáng tạo văn hóa đã bị suy giảm. Do đó, việc bảo tồn đa dạng sinh học và hành động vì khí hậu cần được xem như những giá trị nền tảng của một nền văn hóa tiến bộ và nhân văn. Chỉ khi đó, chúng ta mới có thể tiếp tục duy trì và nâng cao năng lực sáng tạo văn hóa của xã hội. (shrink)

Trong một số mới xuất bản của PNAS (Viện hàn lâm khoa học Hoa Kỳ), các nhà nghiên cứu thuộc Florida Atlantic University đã công bố một nghiên cứu công phu, phát hiện thời điểm trỗi dậy của “cái biết có ý thức” (conscious awareness), một ý niệm rất quan trọng đối với quá trình nhận thức và phát triển ý thức của con người. Một ý nghĩa rất sâu sắc của kết quả nghiên cứu này có liên quan tới (...) thế giới tự nhiên, đa dạng sinh thái, và thời gian con người có thể trở nên khỏe mạnh tinh thần khi sống giữa thiên nhiên, tới mức tác giả Weir viết trên Monitor on Psychology [6]: “Thậm chí chỉ âm thanh của tự nhiên cũng có tính chất phục hồi sinh lực”. Như thế, những nỗ lực của con người bảo tồn không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống, cũng chính là bảo tồn nguồn gốc nhận thức, trí khôn, tiếp cận xử lý thông tin, mà những bạn trẻ 3 tháng tuổi trong nghiên cứu đã giúp chúng ta dần hiểu ra. Khi những thông tin từ môi trường được tiếp nhận, xây dựng, lưu trữ, và mở rộng thành các phạm vi ảnh hưởng chủ quan (subjective sphere of influence) trong tâm trí, nó sẽ giúp ta thực hiện các suy nghĩ và hành động có nhận thức rõ ràng, chuẩn xác, và hiệu quả hơn. Đây có lẽ cũng là cách chúng ta học hỏi và xây dựng hệ văn hóa, cũng như tiếp nhận tri thức và tạo ra sự đổi mới sáng tạo trong các khía cạnh của cuộc sống, cụ thể là khoa học công nghệ. Cho nên giá trị thật của không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống rõ ràng không thể nào chỉ tương đương với các món “khoái khẩu” hoặc là doanh số bán vé, thu dịch vụ khách tham quan tại các khu vực bảo tồn được. Gần đây, bài nghiên cứu xuất bản trên tạp chí Environmental Humanities của tác giả Schneider-Mayerson đã thu hút được sự quan tâm của đông đảo học giới, chính giới và các nhóm hoạt động xã hội vì môi trường sống toàn cầu [1]. Cụ thể, tác giả tìm tòi trong địa hạt “climate fiction” – tức là thể loại văn học không giấu chủ đích, nhằm vào nội dung trực diện đối với vấn nạn khủng hoảng khí hậu – (...) đang bùng nổ về số lượng tác phẩm trong thập niên đầu thế kỷ 21 (gọi tắt là cli-fi). Thường khi nghe qua phần đông cho rằng, thể loại tác phẩm này sẽ có tác động sinh thái-chính trị tích cực thông qua trang bị cơ sở thông tin cho độc giả nhận biết tương lai khí hậu và thuyết phục về mức độ ảnh hưởng khẩn cấp của biến đổi khí hậu. Chứng nhận trung hòa carbon thường được các chính phủ trao cho các doanh nghiệp và tổ chức đã đạt được trạng thái trung hòa carbon một cách đáng tin cậy. Vì thế, những doanh nghiệp và tổ chức đạt được chứng nhận được ghi nhận là có tham gia vào nỗ lực chung để giảm bớt tác động tiêu cực của con người đối với môi trường. Vào ngày 19/4/2024 vừa qua, Tuyên bố New York về Ý thức của Động vật đã được công bố tại một hội nghị "Khoa học Mới nổi về Ý thức của Động vật" được tổ chức tại Đại học New York. Tuyên bố New York là một nỗ lực để thể hiện sự đồng thuận của giới khoa học về sự tồn tại trải nghiệm ý thức ở tất cả các loài có xương sống (bao gồm tất cả các loài (...) bò sát, lưỡng cư và cá) và nhiều loài không xương sống (bao gồm, ít nhất là, các loài mực ống, giáp xác mười chân và côn trùng). Về mặt khoa học, Tuyên bố New York là một bước tiến bộ lớn cho nhân loại, nhưng nó cũng sẽ khiến cho nhiều người có ý thức hơn về các thách thức đạo đức liên quan đến động vật có trải nghiệm ý thức. Bài viết này sẽ bàn về các cách tiếp cận triết học đối với vấn đề đạo đức của việc giết các sinh vật có tri giác để từ đó chỉ ra nan đề đạo đức đang hiện hữu trong xã hội loài người: Để duy trì sự tồn tại của con người, loài được xem là có đạo đức, thì chúng ta lại vi phạm đạo đức của chính chúng ta, là sát sinh các loài có giá trị nội tại, ý thức, hay tri giác khác. Nan đề đạo đức này đã tồn tại trong xã hội loài người từ rất lâu trước đây. Nhiều giải pháp đã được đề xuất và ứng dụng vào thực tế nhầm giải quyết nan đề này, như cách tiếp cận bất bạo lực và ăn chay của Phật giáo, việc áp dụng luật Hồi giáo và các nghi lễ thiêng liêng đối với động vật trong Hồi giáo, các phòng trào đòi quyền cho động vật và thực hiện tuyệt chủng tự nguyện ở các nước phương Tây, hay chế biến thịt sử dụng tế bào động vật. Tuy nhiên, dù cách nào đi nữa thì hiện nay chúng ta vẫn chưa thể hoàn toàn giải quyết được nan đề đạo đức, đó là các sinh vật có tri giác vẫn tiếp tục bị giết vì sự sinh tồn của con người. Chúng tôi cho rằng giải pháp khả thi nhất hiện nay đó là thay đổi văn hóa tiêu dùng thực phẩm ở hiện tại, xây dựng các giá trị văn hóa thặng dư sinh thái, và thúc đẩy các giải pháp hòa bình. Hệ quả tất yếu của quá trình tăng trưởng liên tục hơn 4 thập niên là việc sử dụng tài nguyên, và trong quá trình sản xuất, chế tạo, chế biến cũng sản (...) sinh ra một lượng khí nhà kính (GHG) tích lũy khổng lồ phát thải vào khí quyển. Trong một thống kê được đăng trên The Guardian năm 2017, thế giới đã nhận thấy trong giai đoạn 1988-2015, 100 tổ hợp công nghiệp hàng đầu thế giới chịu trách nhiệm cho việc phát thải tới 71% tổng tồn lượng GHG trong khí quyển. Dẫn đầu danh sách này trên phương diện quốc gia là Trung Quốc, với thống kê chỉ 5 đại công ty Trung Quốc đã chiếm tới gần 17% tổng lượng phát thải, trong đó tổ hợp ngành than có trách nhiệm lớn nhất, tới 14,32%. Sau những tiến bộ công nghệ vượt bậc cũng như tích lũy thặng dư nền kinh tế, quá trình hiện đại hóa ở Trung Quốc sang thời kỳ Chủ tịch Tập Cận Bình đã chuyển hướng sang bảo vệ môi trường với các mục tiêu phát thải nghiêm ngặt. Chẳng hạn như xác định nhóm ngành sản xuất gang thép với vai trò lớn trong mục tiêu giảm phát thải GHG, chính phủ và lãnh đạo công nghiệp liên tục tìm kiếm giải pháp cho sự hạn chế nguồn tài nguyên, thúc đẩy khuếch tán công nghệ, ứng dụng tiến bộ trong giảm phát thải và thu giữ, chôn lấp các-bon, thích hợp với ngành thép, dựa trên đánh giá bằng hệ thống phân tích hướng tới giải quyết mục tiêu biến đổi khí hậu có tên viết tắt “C3IAM/NET-IS.”. Relationships with international students can be beneficial to higher education in terms of financial and human resources. For this reason, establishing and maintaining such relationships are usually pre-eminent concerns. In this study, we extended the application of the disconfirmation expectation model by incorporating components from subjective task value to predict the loyalty of international students toward their host countries. On a sample of 410 Vietnamese students enrolled in establishments of higher education in over 15 countries across the globe, we employed (...) structural equation model to construct the conceptual model. Our empirical findings revealed that while the roles of satisfaction and disconfirmation are still important as direct and indirect antecedents of international student loyalty, its most powerful predictors are the three components of subjective task value: attainment, utility and intrinsic. These insights result in a number of implications for actors on the higher ducation scene, such as heads of institutions and policy makers. (shrink)

In today’s global higher education environment, international students represent not only an important source of external income for universities: the degree of cross-border student mobility also reflects the internationalization of higher education sector. Universities have engaged in efforts to sell themselves to prospective students and promotional videos are among the most widely used marketing tools for this purpose. This study reports the results of a study analyzing the content of 140 higher education promotional videos from 14 countries available on YouTube. (...) The results reveal that while the pattern of use of YouTube for two-waycommunication with viewers, information contents and appeal messages among sampled universities is fairly homogenous, some marked differences emerge when cultural background and global position ranking of the university are taken into account. The implications of these findings are that, although, transnational higher education has been profoundly globalized, culture still plays a significant role in marketing practice for the recruitment of mobile students. In addition, different universities have various student-targeted segments. These findings provide the basis of a series of recommendations for universities looking to optimize their use of YouTube and promotional video design to market to international students. (shrink)

Entrepreneurship plays an indispensable role in the economic development and poverty reduction of emerging economies like Vietnam. The rapid development of technologies during the Fourth Industrial Revolution (Industry 4.0) has a significant impact on business in every field, especially in the innovation-focused area of entrepreneurship. However, the topic of entrepreneurial activities with technology applications in Vietnam is under-researched. In addition, the body of literature regarding entrepreneurial finance tends to focus on advanced economies, while mostly neglecting the contextual differences in developing (...) nations. Therefore, this research contributes to these topics by investigating the main characteristics of a high potential market for entrepreneurs in Vietnam, which is the English language training market (ELTM). It also aims at indicating the impacts of technology on the entrepreneurial firms within this market, with an emphasis on financing sources. To answer the research questions, this study employs a qualitative analysis and conducts 12 in-depth, semi-structured interviews with entrepreneurs and researchers in the field. The key findings in our study highlight the main contributing factors to the growth of the market, both universally and context-specific for a developing nation like Vietnam. It also lists the leaders in each market segment and the industry’s potential profit margin. The results also show that most entrepreneurs in the ELTM utilized private sources of finance rather than external ones, such as bank loans. It again confirms the idea from previous works that even with the rapid development of the economic and technological landscape, entrepreneurial activities in general barely benefit from additional sources of funding. However, it also points out the distinct characteristics of the ELTM that may influence these financing issues; for example, English training services usually collect revenues from customers before delivering their classes. This is of advantage for entrepreneurs in this area and helps significantly reduce the financial barriers. These findings, which are among the first attempts to contribute to a better understanding of entrepreneurial opportunities in the Industry 4.0 in Vietnam, provide valuable insights for policymakers and entrepreneurs, as well as investors. In this paper, I compare the methodology of the Austrian school to two alternative methodologies from the economic mainstream: the ‘orthodox’ and revealed preference methodologies. I argue that Austrian school theorists should stop describing themselves as ‘extreme apriorists’ (or writing suggestively to that effect), and should start giving greater acknowledgement to the importance of empirical work within their research program. The motivation for this dialectical shift is threefold: the approach is more faithful to their actual practices, it better illustrates the (...) underlying similarities between the mainstream and Austrian research paradigms, and it provides a philosophical foundation that is much more plausible in itself. This paper offers some refinements to a particular objection to act consequentialism, the “causal impotence” objection. According to proponents of the objection, when we find circumstances in which severe, unnecessary harms result entirely from voluntary acts, it seems as if we should be able to indict at least one act among those acts, but act consequentialism appears to lack the resources to offer this indictment. Our aim is to show is that the most promising response on behalf of act consequentialism, (...) the threshold argument, cannot offer a fully general prescription about what to do in cases of collective action. Is a human more conscious than an octopus? In the science of consciousness, it’s oftentimes assumed that some creatures (or mental states) are more conscious than others. But in recent years, a number of philosophers have argued that the notion of degrees of consciousness is conceptually confused. This paper (1) argues that the most prominent objections to degrees of consciousness are unsustainable, (2) examines the semantics of ‘more conscious than’ expressions, (3) develops an analysis of what it is for a (...) degreed property to count as degrees of consciousness, and (4) applies the analysis to various theories of consciousness. I argue that whether consciousness comes in degrees ultimately depends on which theory of consciousness turns out to be correct. But I also argue that most theories of consciousness entail that consciousness comes in degrees. (shrink)

This paper develops a theory of analog representation. We first argue that the mark of the analog is to be found in the nature of a representational system’s interpretation function, rather than in its vehicles or contents alone. We then develop the rulebound structure theory of analog representation, according to which analog systems are those that use interpretive rules to map syntactic structural features onto semantic structural features. The theory involves three degree-theoretic measures that capture three independent ways in which (...) a system can be more or less analog. We explain how our theory improves upon prior accounts of analog representation, provides plausible diagnoses for novel challenge cases, extends to hybrid systems that are partially analog and partially symbolic, and accounts for some of the advantages and disadvantages of representing analogically versus symbolically. Psychometrics firms such as Cambridge Analytica (CA) and troll factories such as the Internet Research Agency (IRA) have had a significant effect on democratic politics, through narrow targeting of political advertising (CA) and concerted disinformation campaigns on social media (IRA) (U.S. Department of Justice 2019; Select Committee on Intelligence, United States Senate 2019; DiResta et al. 2019). It is natural to think that such activities manipulate individuals and, hence, are wrong. Yet, as some recent cases illustrate, the moral concerns with (...) these activities cannot be reduced simply to the effects they have on individuals. Rather, we will argue, the wrongness of these activities relates to the threats they present to the legitimacy of political orders. This occurs primarily through a mechanism we call “emergent manipulation,” rather than through the sort of manipulation that involves specific individuals. (shrink)

Epistemic injustices are wrongs that agents can suffer in their capacity as knowers. In this article, I offer a conceptualisation of a phenomenon I call anticipatory epistemic injustice, which I claim is a distinct and particularly pernicious type of epistemic injustice worthy of independent analysis. I take anticipatory epistemic injustice to consist in the wrongs that agents can suffer as a result of anticipated challenges in their process of taking up testimony-sharing opportunities. I distinguish my account from paradigmatic cases of (...) epistemic injustice, such as Miranda Fricker’s concepts of testimonial injustice and hermeneutical injustice; additionally, I differentiate my view from Kristie Dotson’s account of testimonial smothering. I argue, ultimately, that anticipatory epistemic injustice is a useful addition to our current taxonomy of epistemic injustices, as it has promising explanatory potential for a range of non-standard cases of epistemic injustice. International integration is a mandatory requirement and a dispensible trend for Vietnamese science today. Specifically, when comparing between natural sciences and technology (NS-T) with social sciences (SS), many researchers suggested that SS in Vietnam have a lower level of integration than NS-T. However, according to our understanding, there have not been many statistical studies, estimates and quantitative evaluation of the integration level of Vietnam social science. In this article, using the Network of Vietnamese Social Sciences database developed by AI Social (...) Data Lab, we introduce and analyze research results of domestic and overseas Vietnamese authors within the 2008-2018 period based on the following aspects: individual researchers (gender, study major, cooperation, leadership role), research group, work agency, study major, localities... Based on these preliminary results, a number of recommendations and policy implications would be proposed for policy makers as well as university leaders/managers. (shrink)

This paper examines the idea of "objective phenomenology," or a way of understanding the phenomenal character of conscious experiences that doesn’t require one to have had the kinds of experiences under consideration. My central thesis is that structural facts about experience—facts that characterize purely how conscious experiences are structured—are objective phenomenal facts. I begin by precisifying the idea of objective phenomenology and diagnosing what makes any given phenomenal fact subjective. Then I defend the view that structural facts about experience are (...) objective. New media (highly interactive digital technology for creating, sharing, and consuming information) affords users a great deal of control over their informational diets. As a result, many users of new media unwittingly encapsulate themselves in epistemic bubbles (epistemic structures, such as highly personalized news feeds, that leave relevant sources of information out (Nguyen forthcoming)). Epistemically paternalistic alterations to new media technologies could be made to pop at least some epistemic bubbles. We examine one such alteration that Facebook has made in (...) an effort to fight fake news and conclude that it is morally permissible. We further argue that many epistemically paternalistic policies can (and should) be a perennial part of the internet information environment. (shrink)

Some philosophers think that life is worth living not merely because of the goods and the bads within it, but also because life itself is good. I explain how this idea can be formalized by associating each version of such of a view with a function from length of life to the value generated by life itself. Then I argue that every version of the view that life itself is good faces some version of the following dilemma: either (1) good (...) human lives are worse than very long lives wholly devoid of pleasure, desire-satisfaction, knowledge, or any other goods, or (2) very short lives containing nothing but suffering are worth living. Since neither result is plausible, we ought to reject the view that life itself is good. On the view I favor, any given life may be worth living because of the goods that it contains, but life itself is neutral. (shrink)

When agents insert technological systems into their decision-making processes, they can obscure moral responsibility for the results. This can give rise to a distinct moral wrong, which we call “agency laundering.” At root, agency laundering involves obfuscating one’s moral responsibility by enlisting a technology or process to take some action and letting it forestall others from demanding an account for bad outcomes that result. We argue that the concept of agency laundering helps in understanding important moral problems in a number (...) of recent cases involving automated, or algorithmic, decision-systems. We apply our conception of agency laundering to a series of examples, including Facebook’s automated advertising suggestions, Uber’s driver interfaces, algorithmic evaluation of K-12 teachers, and risk assessment in criminal sentencing. We distinguish agency laundering from several other critiques of information technology, including the so-called “responsibility gap,” “bias laundering,” and masking. (shrink)

Rae Langton and Caroline West famously argued that pornography operates like a language game, in that it introduces certain views about women into the common ground via presupposition accommodation. While this pragmatic model explains how pornography has the potential to change its viewers’ beliefs, it leaves open how pornography changes people’s desires. Our aim in this paper is to show how Langton and West’s discourse theoretic account of pornography can be refined to close this lacuna. A famous mathematical theorem says that the sum of an infinite series of numbers can depend on the order in which those numbers occur. Suppose we interpret the numbers in such a series as representing instances of some physical quantity, such as the weights of a collection of items. The mathematics seems to lead to the result that the weight of a collection of items can depend on the order in which those items are weighed. But that is very hard (...) to believe. A puzzle then arises: How do we interpret the metaphysical significance of this mathematical theorem? I first argue that prior solutions to the puzzle lead to implausible consequences. Then I develop my own solution, where the basic idea is that the weight of a collection of items is equal to the limit of the weights of its finite subcollections contained within ever-expanding regions of space. I show how my solution is intuitively plausible and philosophically motivated, how it reveals an underexplored line of metaphysical inquiry about quantities and locations, and how it elucidates some classic puzzles concerning supertasks. There is growing concern that decision-making informed by machine learning (ML) algorithms may unfairly discriminate based on personal demographic attributes, such as race and gender. Scholars have responded by introducing numerous mathematical definitions of fairness to test the algorithm, many of which are in conflict with one another. However, these reductionist representations of fairness often bear little resemblance to real-life fairness considerations, which in practice are highly contextual. Moreover, fairness metrics tend to be implemented in narrow and targeted toolkits that (...) are difficult to integrate into an algorithm’s broader ethical assessment. In this paper, we derive lessons from ethical philosophy and welfare economics as they relate to the contextual factors relevant for fairness. In particular we highlight the debate around acceptability of particular inequalities and the inextricable links between fairness, welfare and autonomy. We propose Key Ethics Indicators (KEIs) as a way towards providing a more holistic understanding of whether or not an algorithm is aligned to the decision-maker’s ethical values. (shrink)

Algorithmic systems and predictive analytics play an increasingly important role in various aspects of modern life. Scholarship on the moral ramifications of such systems is in its early stages, and much of it focuses on bias and harm. This paper argues that in understanding the moral salience of algorithmic systems it is essential to understand the relation between algorithms, autonomy, and agency. We draw on several recent cases in criminal sentencing and K–12 teacher evaluation to outline four key ways in (...) which issues of agency, autonomy, and respect for persons can conflict with algorithmic decision-making. Three of these involve failures to treat individual agents with the respect they deserve. The fourth involves distancing oneself from a morally suspect action by attributing one’s decision to take that action to an algorithm, thereby laundering one’s agency. (shrink)

The past three years’ successes and failures have helped the Vietnamese government have a clearer view of its abilities and limitations to become more efficient and better prepared for future crises.

Conscious experiences are characterized by mental qualities, such as those involved in seeing red, feeling pain, or smelling cinnamon. The standard framework for modeling mental qualities represents them via points in geometrical spaces, where distances between points inversely correspond to degrees of phenomenal similarity. This paper argues that the standard framework is structurally inadequate and develops a new framework that is more powerful and flexible. The core problem for the standard framework is that it cannot capture precision structure: for example, (...) consider the phenomenal contrast between seeing an object as crimson in foveal vision versus merely as red in peripheral vision. The solution I favor is to model mental qualities using regions, rather than points. I explain how this seemingly simple formal innovation not only provides a natural way of modeling precision, but also yields a variety of further theoretical fruits: it enables us to formulate novel hypotheses about the space and structures of mental qualities, formally differentiate two dimensions of phenomenal similarity, generate a quantitative model of the phenomenal sorites, and define a measure of discriminatory grain. A noteworthy consequence is that the structure of the mental qualities of conscious experiences is fundamentally different from the structure of the perceptible qualities of external objects. ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. The research focuses on how the Nguyen dynasty it became the first to have the largest territory in the history of Vietnam in its nearly 60 years of establishing and reigning over the unified country in the first half of the 19th century. It is seen that in terms of organizing the state apparatus, Gia Long and Minh Mang retained the system of agencies of the previous dynasties and continued reforms to ensure socio-political stability in their governance at that time. The study also clarifies the social role of Confucianism in the Nguyen dynasty, i.e. in the first half of the 19th century, which, in our opinion, is theoretically and practically significant, with the hope of further unraveling the role of Confucianism in that period.
